Here's the problem with your answer: "how to change it in a more positive direction." Culture changes very slowly, over a period of centuries. Most importantly, the changes have to come from within. Any changes imposed by outsiders do not stick and only serve reinforce the existing culture.

We cannot change the Afghan culture. Only the Afghans can do that. And that will only happen when they are ready, not when we are ready.
