I agree that McConnell was the brains behind the operation. Putin refers to Trump as a "useful idiot." The dangerous thing about Trump is that he makes his appointees swear loyalty to him like a mob boss. So, even though McConnell came up with the lists of potential appointees for Trump to choose from, Trump made his selections based on the willingness of the appointees to swear loyalty to him personally, rather than the Constititon.
