I agree with all of your points, but i think the most important one and the one that is guiding Garland's actions is the fear of making Trump a martyr. If Trump were charged and convicted, there would be blood in the streets. Trumpism is a cult. His followers worship him as their god. Threaten their god and you threaten them. They are heavily armed and not afraid to use their weapons.
