Free college would be free just like K-12 is free. It would be an extension of existing education. Prior to WWII, most people did not attend high school. They dropped out of school after about 6th grade to go to work to help support their families. The idea of attending 13 years of public school and then going on to 4 years of college is a result of the financial assistance offered by the GI Bill passed after WWII to assist the returning vets to find work.
The only change to make college free would be for tax dollars to pay for 2 years of community college as an extension of high school which is also paid for by taxes.
