My gut instinct is the sooner, the better. His low ratings and failures to advance his agenda are hurting all Democrats, but especially the ones running in November.

If Biden announces before the midterms, it will help the 2022 candidates and allow prospective presidential candidates to get their campaigns underway by talking about how they would do things differently from Biden.
