I think that you are confusing the House and the Senate. Biden's agenda passed easily in the House because there is a bigger majority and no filibuster there. It was Schumer in the Senate who pulled off the impossible and got Biden's agenda passed in that house despite Manchin and Sinema who were hellbent on blocking legislation proposed by their own party.
