I think you are conflating two separate pieces of legislation. The stuff you say was cut out were part of the Build Back Better program which is a separate piece of legislation, still pending. The infrastructure bill that was recently passed ONLY contained improvements in roads, bridges, rail and broadband. There was never any social programs in it. They are part of BBB.
