I'm not sure what you are saying. A person can be removed from a party in Congress, but there is not mechanism to "replace" them. If you are talking about removing them from office, short of impeachment, that can only be done by the voters and in both case of Manchin and Sinema, they would most likely be replaced by Republicans.
