No one is correct. Since the men who wrote the Constitution are no longer with us, we have to guess what their intentions were when they wrote it. The Constitution is read literally by some and not literally by others. Most of our modern rights are not mentioned in that document. They are inferred, which is why the Supreme Court, whose current judges like to literally interpret the Constitution, are striking down laws that were written as interpretations of the Constitutiton.
