Not necessarily. Many states have term limits on elected offices and those limits do not "create politicians that will not take a long term view of any program."
Most innovations start at the state level. States make great laboratories for trying out new concepts. Since term limits work so well on a state level, it is past time that the concept move to federal elected offices.
If the president is term limited, it only makes sense that the rest of the government, including the Supreme Court, should also be term limited.
