Putin regards Ukraine as a part of Russia, rather than a separate state. It's like China considering Taiwan as part of their country and not a sovereign nation.

Both feel justified in invading and taking over. In China's case, they haven't actually invaded. Yet. Both countries think of it as reclaiming parts of their own countries, rather than invading another nation.
