The ballots weren't "given" to a political party. They were under the keeping of the local election commission. When the Republicans requested a recount, the election commission said no until Republican supporters from all over the country threatened them and their families. They had to go into hiding to avoid being killed. The ballots were turned over by the election commission to Cyber Ninjas, a company with no experience in ballot recounts which is owned by a Trump supporter who believes that the election was stolen and that Trump is the true winner. Because they have no experience in ballot recounts and the owner is biased, there is a possibility of ballot tampering. Unfortunately, there is no way to be sure that ballots won't be tampered with.
