The Democrats do everything by seniority. As insane as it sounds, people have to take turns running for office. The Democratic party was outraged when Obama ran and won the primary in 2008 because it was Hillary's turn to run for president. That's why she ran in 2016. It was her turn. It had nothing to do with popularity. If it had been about popularity and electability, she wouldn't have been allowed to run.
