The negotiations were held behind closed doors. My guess is that they were so desperate to get the climate bill passed, that they were willing to agree to anything, including silence, to get the bill across the finish line.

At this point, even the Republicans don't want him. He'll be a man without a party. He's 75, maybe he'll consider retiring.
