The number of seats in the House is determined by population. Large states have more seats. Small states have few seats. This means that large states would determine everything and small states would have no say. That’s why in the Senate every state has 2 senators no matter what size they are. It levels the playing field and gives small states a say in decisions that they don’t get in the House.
