There has been a low turnout amongst Black voters dating back to the Jim Crow era when whites made it nearly impossible for Blacks to vote. It has nothing to do with good or bad decisions. It's just a fact of life for many Black people like being profiled, not learning how to swim, fearing death at the hands of the police. Voting is just not something that Black people do except during exceptional circumstances like electing a Black president.
