This is a false equivalence. Your tips as a bartender are part of your pay package and perfectly legal. Political "favors" and bribes/tips are illegal. In this case, the mayor fixed the bidding process on a lucrative contract so that only one bidder qualified. What's at issue here is whether paying him a bribe after the fact is illegal.
