Where you see her as being intimidated by the office of the vice president, I see her as an arrogant know-it-all who keeps getting called out on her ignorance. I think that's why she hasn't grown in office. She thinks that she knows everything already. As I have preiously written, she is difficult to brief and then when she screws up, she comes back and blames the people who tried to brief her for not adequately briefing her.
