Yes, Upstate NY, Staten Island and parts of Long Island are red. It's all the Blue voters in NYC that outnumber all those Red voters that make NY Blue.

I live in NJ, a Blue state. All of Southern NJ plus the wealthy enclaves of Wall Street executives are Red. The Blue voters in the rest of the state outnumber them making the state Blue.
