Yup, and it's already happened. NJ's gubernatorial election is an off-year election. In 2021, the Republican loser refused to concede for ten days, claiming voter fraud. In the end, he only conceded so that he could run again in 2025. It will be his third attempt to be governor.
I firmly believe that thanks to Republican shenanigans, we will never know who actually won the 2022 midterms.
